Despite his extensive experience riding in difficult conditions, he was routed onto a narrow sidewalk bordered by heavy traffic and construction activity when the crash occurred.
The sidewalk near 900 Tamiami Trail North was uneven, partially blocked by utility work, and located just feet away from active traffic lanes with no protective shoulder. These conditions created an environment unsafe for both cyclists and pedestrians. Witnesses have reported that this area has been the site of other recent accidents.
